firstly the brush you are describing like a MAC 188 or 187 can be used for alot, blush, bronzer, foundation, and powder. Usually they are called a Duo-fibre brush or a stippling brush because they have 2 types of fibre and because the spacing of the fibre stipples the product on to the brush for a very even application.

for great but cost effective brushes coastascents is great but i would check on shipping! eyeslipsface.com (ELF) also has amazing brushes and they cost from $1-$3US and i believe they have a European site also.

also check your drug store, there is a cosmetics brand called POSH that make amazing brushes! so i would see if they are available in your area and also check out ebay you can get MAC and others for great prices! What do you think of coastelscents cosmetic brushes?
Coastal scents has some really good brushes and they are very budget friendly. There shipping is really fast. I only had an issue with one brush it smelled a little weird, but after i washed it the first time it was alright. The brush that your talking about is a stippling brush or some people call it a skunk brush since it resembles a skunk. You can use it to apply blush, or bronzer, but most people use it for liquid foundation and dab it on there face becuse it gives an airbrushed affect.

heres a youtube video comparing some of the mac brushes with the coastal scents brushes:
